Weatherization Assistance Program (WAP)


The purpose and mission of the program is to reduce energy consumption in low-income households through the implementation of measures that ensure energy efficiency while safeguarding the health and safety of all household members.

The program prioritizes families with dependent children up to nineteen (19) years of age, elderly individuals, persons with special needs, and households with high energy consumption.

Tu Casa Eficiente

The Tu Casa Eficiente program helps you identify simple yet impactful improvements that allow you to optimize your home’s energy consumption and save money every month.

Your Efficient Home

The program of Your Efficient Home helps you identify simple but impactful changes, which will allow you to optimize energy consumption in your home and save money every month.

What Can Be Replaced?

  • Incandescent bulbs with fluorescent or LED bulbs
  • Refrigerators with more efficient units
  • Air conditioners with more efficient units (up to 3)
  • Showerheads
  • Electric water heaters with solar water heaters
  • Electrical receptacles
  • Dryer ventilation kits
  • Refrigerators by units that are more efficient
  • Most efficient unit air conditioners (limit 3)
  • Shower heads
  • Electric heaters for solar heaters
  • Electrical receptacles
  • Ventilation kits for dryers

Who Is Eligible to Participate in the Program?

  • Low-income individuals whose household income is below 200% of the poverty level, according to the Low-Income Poverty Guidelines.
  • Residents of the property.
  • Individuals over eighteen (18) years of age.
  • Property owners, tenants, spouses, or authorized representatives.
  • U.S. citizens or permanent residents.
  • Individuals responsible for paying the electric bill.

How Can I Apply to the Program?

The opening date for the application process will be announced through media outlets, including local newspapers and the DEDC website.

How Does the Program Operate?

  • Start of the application or intake process.
  • Evaluation and determination of eligibility.
  • Initial energy audit.
  • Implementation of weatherization measures or applicable recommendations.
  • Final inspection and certification that the property has been properly weatherized (QCI).
  • Start the application process or “Intake”.
