

The State Energy Program (SEP) was established by the U.S. Department of Energy (DOE) in the early 1970s to support the implementation of state-level programs focused on energy efficiency and renewable energy measures. The purpose of the SEP is to promote the efficient use of energy and reduce energy consumption and demand through the development and implementation of programs that support Puerto Rico’s energy public policy.
One of the local long-term objectives is to reach 100% renewable energy by 2050. Among SEP’s core missions is the modernization of lighting systems to improve energy efficiency in government and municipal facilities
The primary duties of the SEP include: (a) enhancing energy security, (b) promoting state-led energy initiatives, and (c) increasing energy affordability.
Through the SEP, the Energy Policy Program (EPP), under the Puerto Rico Department of Economic Development and Commerce (DEDC), has continued its efforts focused on, but not limited to, the following initiatives:
Lighting system modernization project as part of energy efficiency improvements in government facilities.
Support the development of infrastructure for transportation using electric vehicles and alternative technologies that reduce fossil fuel use.
Effective coordination among various municipal and state programs related to energy conservation, energy efficiency, and renewable energy. This includes, but is not limited to, energy audits, technical assistance, and renewable energy projects.
Collaboration agreements with government agencies, municipalities, nonprofit organizations, energy cooperatives, and academic institutions.
Guidance on compliance with energy public policy, in accordance with Act 57-2014 and the guidelines of the U.S. Department of Energy.
Annual development of Puerto Rico’s Energy Assurance Plan and Energy Security Plan. Support in coordinating activities that enhance energy resilience in the Commonwealth’s critical facilities.
