The Office of Consumer Protection Independent (hereinafter “OIPC”) was created under the Puerto Rico Energy Transformation and Relief Act, Act No. 57 of May27, 2014, as amended, to educate, guide, assist, and represent customers of the services under the jurisdiction of the Puerto Rico Public Service regulatory board. In accordance with the Public Service Regulatory Board’s ReorganizationPlan and Law 211-2018, the OIPC is consolidated within the Public ServiceRegulatory Board.

PREC was initiated in 2005 as a priority effort of the Central-Eastern Technological Initiative (known as INTECO from its Spanish acronym) with the collaboration of the U.S. Department of Energy, as a contribution to create a stable energy future for the region and Puerto Rico.
